The MNO Emergency Repair Program (ERP) aims to provide low-to-moderate income Métis Citizen home owners with a one-time1 forgivable loan2 to complete necessary emergency repairs that would compromise the home's integrity and/or improve accessibility for persons with disabilities up to a maximum of $15,000.00.
Additional funding may be available for high cost emergency replacement of septic systems, well water and well drilling, mold remediation, asbestos removal, and structural/ foundation repairs (certain criteria applies).
Eligibility Criteria:
- Primary applicant must be a registered and confirmed Métis Citizen of Ontario with a complete file and is 18+ years of age
- MNO citizen must be registered on title and occupy the property as the full-time, permanent, and sole residence for a minimum of 2 years
- Total household gross income must be below the INCOME THRESHOLD3
- Property is insured
- Property taxes are paid up-to-date
- Must have eligible emergency repairs
- Property value must be below the MARKET VALUE THRESHOLD
- Property is location in Ontario and off reserve

Eligible Repairs:
Eligible repairs are those that compromise the integrity of the home, improves accessibility, or threatens the health and safety of the occupants. All repairs are subject to MNO Housing Inspector's recommendation. These may include but are not limited to:
- Roof; eaves, soffit, fascia
- Heating system
- Plumbing system
- Electrical system
- Insulation
- Windows and doors
- Accessibility modifications4
- Foundation/ structural
- Well water and well drilling
- Septic system
- Mold remediation
- Asbestos removal
- Other repairs maybe considered on a case by case basis upon review of supporting documentation and recommended by the MNO Housing Inspector.
Eligible Dwelling Types:
- Single detached homes
- Semi-detached homes
- Townhouses/row houses
- Condo (written letter of permission from condo board may be required)
- Mobile Homes (for those on leased land, a written letter of permission from the landowner is required and land lease must extend beyond the forgiveness period)

Current documents are mandatory for all household members 18+ years at the end of the application for program evaluation.
These documents include but not limited to:
- Income Documents: 2025 Proof of Income Statement & 2025 Notice of Assessment. Each household member is required to submit all sources of personal or business income.
- MNO Citizenship Card: A copy of the primary applicant's citizenship card. Citizen checks are completed with MNO Registry to confirm completed files as per MNO Policy #2021-001: Eligibility for Direct Benefit Programs and Services.
- Photo I.D. (Drivers License or Ontario ID): Each household member(s) PLUS all title owner(s) will be required to provide a copy of their photo I.D. showing address.
- MPAC Assessment: A copy of your most recent MPAC Statement including all pages.(https://www.mpac.ca/en/MakingChangesUpdates/RequestingCopyYourNotice)
- Property Tax Bill: A copy of your most recent tax bill showing paid up to date.
- Property Insurance: A copy of your property insurance policy including all pages.
- Pictures of each repair: Current pictures of front/ back of house and each requested repair item.
- Doctors Note or OT Report: For accessibility or certain health and safety repairs, a doctors note is mandatory to support the repair request.5
- Land lease Agreement for Mobile Homes (if applicable): For those on leased land, a written letter of permission from the landowner stating the homeowner can complete the repair, the land lease must extend beyond the 5 year forgiveness period, and the current land lease agreement must be provided in lieu of the tax bill.
- Other documents may be requested.6
Important Notes:
- Due to funding limitations, applying to the program does not guarantee funding approval.
- The ERP application may close prior to the deadline and without notice.
- Any cost above funding approval will be the responsibility of the homeowner and prior to the MNO release of any funding.
- Payments are made directly to the contractors through Electronic Funds Transfer (EFT). No payment of funds are made to the applicant/ client at any time.
- Applicants must have the ability to submit home insurance annually during the 5 year forgiveness term as per the programs terms and conditions.
Ineligible:
- Properties that are newer than 7 years.
- Properties that were recently purchased in the previous 2 years.
- Properties that are currently under construction, uninhabitable, or unsalvageable.
- Repairs or upgrades for aesthetic purposes (lighting fixtures, windows, entrance, etc.)
- Additions or expansions (garages, secondary units, basement etc.)
- Non-essential systems (secondary heating system, fences, lawns, driveways, sprinkler system etc.)
- Maintenance and prevention services (septic pumping, heating system, weather stripping, winterproofing etc.)
- AC units (unless deemed necessary by a medical professional due to medical condition - doctors’ assessment or OT report is required)
- Other (appliances, switching units from rented to owned, repairs where insurance claims can be made, generators etc.)
- Repairs not determined eligible by the program administrators.
